Add the discussed cluster properties to the KEP4322

Hi @ryanzhang-oss. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.

If the nodes can be of different types, does a total count have much value?

I am not sure what percentage of k8s clusters have heterogenous vs homogeneous node so it might be useful for homogeneous clusters

Here is the corresponding ClusterProfile API

should we include the version? consumer may need to know what's the latest version installed.

Here are a few ClusterProperty that the clusterProfile API would also support.

It is a list of the url that can reach the api-server of the k8s cluster

These aren’t URLs, they’re hostname:port or IP:port pairs.

It contains an array of the type, url pair that one can query the metrics (for example, a Prometheus or Grafana endpoint for PromQL) of the cluster
