With deep regret I have to remove the Azure-related code from Cluster Autoscaler. There are reports that it doesn't work and doesn't use the correct azure resources. Moreover the code doesn't compile with the newest Azure sdk and we couldn't find anyone to actually review and fix the existing code (#133 kubernetes/kubernetes#47511).

@mwielgus, I am working on a project where we need to implement autoscale at the cluster level. Would be happy to review with my team to see if we can leverage this and clean up something broken for the project.
