What this PR does / why we need it:
Self-Nominating myself as an Approver, scoped to the directories where I have the most expertise (+test/util). I am particularly familiar with scheduling and cache logic, having contributed multiple significant features there (Hierarchical Cohorts, Fair Sharing extended to Hierarchical Cohorts).
