pkg/common/utils.go: update regionalLocationFmt for Europe with 10+ regions

GCP now offers more than 10 regions in Europe. Update the regex accordingly.

This driver does not work in europe-west10, 11 and 12. Tested in europe-west-12 (Turin, Italy) and got:

Failed to create snapshot: failed to take snapshot of the volume projects/own-lab-462214/zones/europe-west12-a/disks/pvc-da12fb90-1832-4e6c-9187-24f4ab3f64d9: "rpc error: code = InvalidArgument desc = Invalid snapshot parameters: invalid location for snapshot: \"europe-west12\""

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.
