This PR introduces a new conformance test, InferencePoolInvalidEPPService, to validate controller behavior when an InferencePool is misconfigured.

Local validation results :

Hi @SinaChavoshi. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

Mind including a change to the corresponding API spec for this?

I'd recommend adding something along the lines of:

"When an ExtensionRef is invalid, such as pointing to a Service that does not exist, 500 status codes MUST be returned for requests that would have otherwise been routed to the InferencePool"

This is similar to https://github.com/kubernetes-sigs/gateway-api/blob/main/apis/v1/httproute_types.go#L265C5-L266C73.
