Templates needed to be updated for v1.32 as the API server has dropped the cloud-provider flag. Note: Sysext-bakery URLs also need updates for newer releases, but we need to keep the older URL for the versions we test in the E2E suite. Signed-off-by: Lennart Jern <lennart.jern@est.tech>

This is a partial backport of #2600 with only the template changes. The e2e config is left as-is.
What this PR does / why we need it:
Templates needed to be updated for v1.32 as the API server has dropped the cloud-provider flag.
