Configuring the following in devstack: ``` ENABLE_SYSCTL_MEM_TUNING="True" ENABLE_SYSCTL_NET_TUNING="True" ENABLE_ZSWAP="True" ``` That tuning is what is done in the `devstack-platform-ubuntu-noble` job.
