Inspired by a talk at Cloud Native Rejekts, I ran docker scout against our image. I found several CVEs.
This PR bumps k8s components, and golang libraries to fix various CVEs found by docker scout.
Also bump golangci-lint to latest version.
It also bumps the go version used in ci.yaml to use the version specified in go.mod (which is currently 1.21).
