Add releaseOnCancel to the leader election configuration

What this PR does / why we need it:

This PR adds ReleaseOnCancel to the configuration of NewLeaderElectionWithLeases. We need this to help with solving sidecars issue tracked in External Attacher here - we should have the ReleaseOnCancel turned on when releasing leases on sigterm. This commit shows how this will be implemented in the sidecars, but firstly this PR has to merge.

Added experimental support for releasing leader election on the main context cancellation, `WithReleaseOnCancel()`. The feature is off by default.
