KFP lightweight components: document 'packages_to_install' arg for func_to_container_op #1788

A customer was trying to figure out how to support the functionality provided by 'packages_to_install', and I don't think we've documented it on kubeflow.org. Here's an example that shows it in action: https://github.com/kubeflow/pipelines/blob/master/samples/tutorials/mnist/04_Reusable_and_Pre-build_Components_as_Pipeline.ipynb
