TF operator v1beta2 API

There are couple of minor api changes that are suggested. We can incorporate all these changes in the next API version.

• Requires support of Status subresource in CRD Use status subresource in TFJob CRD #927 Remove genclient:noStatus and call updateStatus() from controller #924
• Add ActiveDeadlineSeconds and BackoffLimit [v1beta2] Add ActiveDeadlineSeconds and BackoffLimit #550
• Use pod group instead of PDB for gang scheduling Use pod group instead of PDB for gang scheduling #916
• Supporting multiple versions of CRD Support for multiple CRD versions #932
