Create unit tests for the OptimizerClient()

After this PR is merged, we should create unit tests for the OptimizerClient() in Kubernetes backend: #124

The unit tests structure should be similar to the TrainerClient(): https://github.com/kubeflow/sdk/blob/main/kubeflow/trainer/backends/kubernetes/backend_test.py
