Fix Cuda version in training container for ENAS #1172

Cuda version in Tensorflow 1.15 must be greater than 10.0.
Ref: https://www.tensorflow.org/install/gpu.
I fixed it in enas gpu training container.

Also, python version to run training container should be python3
