This PR was right about the destination and could not get there on its own: bumping mcr.microsoft.com/dotnet/aspnet to 10.0 while the app targets net9.0 strands a .NET 9 assembly on a runtime that will not load it, which is why Docker build failed here and Build and test — which never touches the Dockerfile — passed.

#50 does the whole move: net10.0 target frameworks across all four projects, the Microsoft.* packages to 10.0.11, Npgsql to 10.0.3, AspNet.Security.OAuth.GitHub to 10.0.0, CI's SDK to 10.0.x, and both base images together. The image builds and its smoke test passes.

Worth doing beyond keeping current: .NET 9 left support in May 2026, so this service has been issuing tokens on an unpatched runtime since.
