Scope the cleanup to user-scoped buckets.
value_buckets.scope permits session, app, and user, but the DELETE removes the matching name from every scope. Add an EXISTS condition requiring vb.scope = 'user', and add a test that preserves a same-named non-user entry.

Migration 0015 already backfilled from user buckets; the DELETE now matches that scope so session/app leftovers stay put. Co-authored-by: me <me@kentcdodds.com>
