This PR adds a notification system to be able to display marketing materials to CLI users.
There are 3 types of notifications:
The CLI will also remember if each user has seen each notification, so no user will ever get the same popup twice. Once it's been seen, it won't show again.
Each notification also has an expiration date. Notifications are displayed via the Cloudflare worker at https://cerebras-code-cli-notifs.kevin-taylor-d8d.workers.dev/
