When sending out an NDI source from Premiere/OBS/Resolve, etc and connecting to the source, the render texture doesn't update if it's a parked frame. The user has to hit "play" and send fresh frames in order to see anything. Is there a way, upon connecting to the source, to refresh that initial frame?

Did you meant that the render texture didn't get updated during Edit Mode (non-Play Mode)?

Then, how about enabling the "Always Refresh" switch in the Scene View?

Thanks for the explanation. Then, does it reproduce with NDI Studio Monitor? Does it display an initial frame without a refresh?

Thanks for the clarification. Then the plugin should get the initial frame too.

The API doesn't provide information about an initial frame, so I guess there is an undocumented way to query the initial frame.
