This addresses issue #2345.
When partial outputs are allowed in decoding, the output of
lattice-arc-postmight have an empty field (i.e. the phone sequence can be empty) which can cause issues foriam/v1/local/unk_arc_post_to_transcription.py.Also, I did some cleaning and upgraded to python3.
