This pull request prepares for the v1.12.16 release by updating the version number across numerous configuration and documentation files. The changelog has also been updated to reflect the new features and fixes included in this release. The changes appear to be correct and consistent with a version bump. I've only found a minor typo in the changelog, for which I've suggested a fix.
