Idea: Instead of creating the changelog after the first release, have rsrepo release create it as part of the release commit for the first release/if it doesn't exist already.

  • The content of a newly-created changelog should just be a section for the initial release.
  • Also add a link to the changelog to the README header links as part of the release commit.
