Use opus for all PR reviews
The review bot previously used haiku for PRs with ≤5 files and opus for
larger PRs. Haiku produces low-quality reviews with false positives (e.g.,
PR #155 review incorrectly flagged valid bash/Python escaping). Switching
to opus for all reviews regardless of file count.
