Testing this now

Fails with:

Waiting for build to start...
--build-memory-limit is no longer supported
Check your build engine documentation to set memory limits. Use `docker buildx create` if using the default builder to create a custom builder with appropriate memory limits

When I unset build memory limits, I now see:

ERROR: mkdir /root/.docker/buildx: read-only file system

Needs at least jupyterhub/binderhub#1929

Also needs jupyterhub/repo2docker#1413
