docs(readme): document minutelyTabEnabled and the optional Minutely tab

Summary

Documents the new minutelyTabEnabled setting added in #542 across all four README files.

• English (README.md): Adds minutelyTabEnabled row to the settings table, a new "Enabling the Minutely tab" subsection with the JSON snippet and where the tab appears in the strip, and a parenthetical in the features list / TUI features section noting the tab is opt-in.
• Japanese (README.ja.md): Localized table row + #### Minutely タブの有効化 subsection.
• Korean (README.ko.md): Localized table row + #### Minutely 탭 활성화 subsection.
• Simplified Chinese (README.zh-cn.md): Localized table row + #### 启用 Minutely 标签 subsection.

Out of scope

The language READMEs lag behind English on the view list (some still say "4 interactive views" / "4 つのインタラクティブビュー") because they have not been re-synced after the Hourly / Agents / Daily detail / Minutely additions landed. A full re-sync of the language READMEs is intentionally NOT in this PR — it only adds the new flag's docs, with one consistent shape across all four files. Filing the broader re-sync as a separate task makes sense if it is wanted.

Verification

• Settings table rows in all four files have matching column structure as the surrounding rows.
• JSON snippet is identical and copy-pasteable across languages.
• The cross-reference to autoRefreshEnabled (for the near-real-time monitoring use case) is preserved in each translation.
• No code changes; touches only README*.md.
