Update to MOI 0.10 #73
Description
We recently released MOI 0.10. There are a lot of changes to make: https://jump.dev/MathOptInterface.jl/dev/release_notes/#v0.10.0-(September-6,-2021)
The good news is that we're close to a 1.0 release for JuMP so this is likely the last time there will be breakage: jump-dev/JuMP.jl#2564
