Adds ADR-036 documenting the decision to exclude Russian ('ru') from
VariScout's supported locale set. Removes the Locale type entry, LOCALES
array entry, LOCALE_NAMES mapping, BCP47 format mapping, and the full
706-line Russian message catalog. Russian-browser users fall back to English.
Ukrainian (uk) is unaffected and remains a supported locale.
