revert(runner): the observation window was built on a refuted premise - #55
Conversation
#35 proposed extending the observation window past holdSecs, on the reading that a CSMS frame arriving after the window closed was being scored as a non-conformance. The mechanism was built, guarded, mutation-tested and shipped in v0.2.1. Then it was measured. IT ADDRESSES NOTHING KNOWN. On its first live sweep all three extending scenarios reached the +30s cap and failed anyway, with check counts identical to the run immediately before it. The cause, once the CSMS log existed to say so, is a MariaDB deadlock (error 1213) inside SteVe's `insertIgnoreConnector`, returned to the charge point as a CALLERROR. No amount of waiting improves an answer that has already arrived and is wrong. So this removes `tck/hold.ts`, `tests/observation-window.ts`, the runner call site, the `held past floor` summary column, the OCPP_TCK_MAX_EXTRA_HOLD_SECS knob and its `--help` line. The gate goes back to four in-process guards; all three declarations of it move together, as tests/gate-parity.sh requires. WHY REMOVE RATHER THAN NEUTRALISE. Setting the cap to 0 by default would leave a module, a guard, a summary column and an environment variable in the tree, each carrying maintenance and each justified by an issue that turned out to be about something else. A mechanism kept "in case" is one nobody will dare delete later, when the reason it exists has been forgotten and only the tests remain. If a real late-frame case ever appears, this commit is the implementation to revive, with its guard. WHAT SURVIVES, because it earned its place independently: the retry no longer overwriting the wire log it adjudicates, CI capturing the CSMS log on a red row, and `tools/flake-report.ts`. Those three are what made the deadlock findable, and they are the reason this revert is a measurement rather than a change of mind. `flake-report.ts` still parses the `held past floor` column -- a handful of v0.2.1-era artifacts really do carry it, and reading a column by name costs nothing. Also adds `drivers/steve/README.md`, which did not exist, with the gap row this finding earns and the reason it is NOT an expectedFailures entry: an entry describes what a CSMS answers deterministically, and a declared row that then passes is an `unexpected-pass`, which fails the sweep. Declaring an intermittent defect would turn it into a guaranteed red build. The isolated retry already models it correctly, and that row exists so "nothing changed in the suite" reads as a decision rather than an omission. Closes #35
📝 WalkthroughWalkthroughThe patched TCK runner now uses CSMS drivers, richer scenario classifications, expanded CLI controls, and improved sweep reporting. The local observation-window extension implementation, declarations, tests, and verification steps are removed. ChangesTCK runner

The driver table linked `drivers/citrineos` to its README and `drivers/steve` to the bare directory, which was right while SteVe had no page. It has one now, so the gap table it carries was reachable only by browsing the tree — from the one place a reader actually looks the two rows read asymmetrically for no reason.
Four cleanup passes over the removal, and the findings that mattered were corrections to claims this branch had already published. A FLAKE IS NOT ALWAYS THE SCENARIO'S BUG. `tck/expected.ts` told driver authors "a scenario that sometimes passes has a timing bug, and the fix is the scenario", and CONTRIBUTING.md said "Fix the scenario." This week falsified that: the flakes on record are a MariaDB deadlock inside a CSMS, and re-tuning the scenario's timing is precisely what was built, shipped and measured to change nothing. The rule itself stands -- never declare a flake -- but its stated diagnosis sends the next reader after the wrong thing for weeks. Both sites now name the third case and point at the worked example. This is the generalisation the driver README was a rebuttal to, filed where the rule's reader will actually meet it. The rule is also stronger than either site said, and than the README claimed: a declared row could never be satisfied at all. A run that does not fail is an unexpected pass; a run that does is adjudicated a flake by the isolated retry, so `effectivelyFailed` is false and it is an unexpected pass too. The README argued only that "most runs win the race". THE REJECTED MECHANISM IS NOW NOTED WHERE IT WILL BE RE-PROPOSED. The rejection was recorded in `tools/flake-report.ts` -- a corpus-mining tool nobody opens while staring at a red scenario -- while `tck/main.ts`'s own comment still read "This function does not fix that timing race", a standing invitation to build exactly what was just removed. Both the sleep site and that comment now carry the measurement, per the AGENTS.md convention. THE ROW BUILDER GOES BACK TO ITS UPSTREAM SHAPE. The mutable accumulator was scaffolding for a second conditional column that no longer exists; restoring the early-return chain drops the vendored patch from 2255 to 2204 lines and turns a rewritten block back into shared context. Output is byte-identical. An earlier review skipped this as "churning a vendored file for style" -- wrong on the merits, since the change shrinks the fork and the re-pin was happening anyway. THREE STALE STATEMENTS IN `tools/flake-report.ts`, all mine: a comment still naming `held past floor` as a column `writeSummary` appends, 110 lines below a note saying it was removed; a field doc explaining `null` as "archived before the column existed" when it is now also null going forward; and "a handful of v0.2.1-era artifacts" -- a release that was never cut, and zero of the 97 summaries in the mined corpus carry it. The column exists in exactly two runs, a closed set. The by-name rule no longer lists which columns exist, because that list is the header note's job and a second copy goes stale. Also drops a duplicated cross-reference and a hard-coded row count from the new driver page. Measurements worth carrying into the pull request body, since the ones already there are wrong: the removal saves 38 CSMS record queries per green sweep across 20 scenarios (not 35 across 17 -- the first count missed the `assertNoTransactionForTag` indirection, and 35 + 13 in drive() + 3 = the 51 `drivers/steve/records.ts` documents). Of those 38, 37 are HTTP GETs and one is a `docker exec`, so the "~1-2% of a sweep" figure was written against the pre-WebAPI driver and overstates the query saving by about an order of magnitude. The real saving is the sleeps: 2.9 failing rows per sweep x the 30s cap is roughly 86s aggregate, 29-86s of wall clock across three lanes, 4-12% of a twelve-minute sweep.
