Perf gate: PERF-R-01 reports neo4j.queries 7→13 and neo4j.tx.read 6→12. This is pre-existing on main and unrelated to this dependency bump — the same failure appears on every open PR and on the 1.4.1 release PR.

Cause, confirmed from the gate log: the 1.4.0/1.4.1 owner-starvation rescue. On a greeting-only turn the owner genuinely has no entities, facts or traces, so each of those three scoped searches returns empty, escalates to a widened index query, and then falls back to an owner-bounded scan — 3 queries where there was 1, times three categories. Every other counter in the scenario is byte-identical, including items.retrieved: 11: the six extra queries find nothing, because there is nothing to find.

Applying perf-counter-change per the documented process. The baseline is deliberately not being re-recorded to 13 — that would bless the waste. Tracked as PLAN 2.8 (task-aware recall, which takes this scenario to 0 queries rather than 10).
