Oh, please continue with this PR. I only want to work on the change to update notification email code only. I haven't looked at this one yet, so I have no plan to work on this one. |

Summary of Changes
The inpuf field for recipients of the update notification is now a dropdown and enables the selection of user groups.
See #45721.
If a site is updated from a former version, then old input is removed.
A postinstall message explains the change after an update.
Testing Instructions
Check the screen for plg_task_updatenotification before and after patch.
If you updated a site from 5.x or 6.0 to 6.1, check the postinstall messages for an information.
