[5.4] Fix TinyMCE default folder for uploads

Pull Request for Issue #45877 .

Summary of Changes

Fix default upload folder to be same as Media "Path to Images Folder" option.

Testing Instructions

Please follow #45877

Or configure TinyMCE plugin, remove upload path in "Images Directory" parameter.
Go to article editing and drag&drop upload some image.
