This PR removes the "feature" link from the actions dropdown in the "featured articles" view as it is never possible in this view to feature aan article

I think it is possible? https://github.com/joomla/joomla-cms/blob/4.0-dev/administrator/components/com_content/Controller/ArticlesController.php#L63-L121 the function has existed since J1.6? |

The featured articles page only shows featured articles. As soon as you remove the featured flag from an article it is no longer on that page. Ergo the option to make an article featured is impossible to use |
