[4.x] Workflow notifications no recipients

Steps to reproduce the issue

• Steps to reproduce the issue
• Enable workflows in the content options with Basic as the default
• Edit all the Transitions so they have notifications enabled and set the Usergroups to Manager
• Ensure that you have no users in that group
• Create a new article and save & close
• Edit an article and change the stage

Expected result

No Notification email sent as there are no recipients and a message displayed to inform you of that

Actual result

No notifications sent and no message displayed

Additional comments

While it is true that there is no message saying that notifications have been sent you would not know that there should have been a message on a default install
