Made a go module to simplify installation / usage.

Maybe fixed some intermittant VLC error.

Finally Beta status. After fixing some compatibility issues and major refactoring of the code I can finally call this a beta.

The project has also been renamed to better represent its function.
The camera, RTP Relay and Discovery code can also be used as a Go library without the utility to create own applications.
