Cleaning up/reorganizing the docs

Another WIP issue

• Use sphinx.ext.napoleon to make the docstrings a bit less hard to read and write
• Include change log in docs
• Restructure the docs to have less toplevel choices to make when reading the docs.
• Try to address performance in the docs (Usage for large datasets -- documentation? #133)
