This is my initial attempt to create an easy way to repeatedly build the image for the cloud deployment
Removing build.sh as it makes more sense to get it in the Dockerfile so that we can iterate without rebuilding everything.
Download old maven, untar and copy bin to somewhere

This implements a Dockerfile and CI that will push to the registry during a merge to master event in GitHub.
