We revert back to using html instead of ftl template files
We rename the commons.html file to commons7-local.html so that this file does not override the new stock macros shipping with lutece7 (ideally, we will not have anything there, as the stock setup ought to work with no override)
we adjust the pom so that versions of dependencies are updated to agree with the known working environment on the lutece7 appointment plugin demo site - add in the workflow library as a jar dependency.
