[JENKINS-71138] use sidepanel for easier navigation #292

So far the sidepanel from the main page was used and there was an own index page just linking the manage, assign and macros pages. This means there was no way of directly jumping from one of the pages to the other. One had to always go over the index page.
With an own sidepanel, we reach now directly the manage roles page from the manage Jenkins page and can directly go the other role strategy pages.

JENKINS-71138

  • Make sure you are opening from a topic/feature/bugfix branch (right side) and not your main branch!
  • Ensure that the pull request title represents the desired changelog entry
  • Please describe what you did
  • Link to relevant issues in GitHub or Jira
  • Link to relevant pull requests, esp. upstream and downstream changes
  • Ensure you have provided tests - that demonstrates feature works or fixes the issue
