Refactor CSS for changes in 2.496 #395

Jenkins 2.496 introduces some of the changes that were first introduced in Design Library 3, namely a set of border variables which automatically change depending on the contrast settings the user has set. Now that core natively supports this, we can use those variables and drop our custom ones.

Testing done

  • Checked pages, all appears fine.
