Chrome CI build

Some 85 out of 728 tests fail with Google Chrome, as observed in #2018. Would be good to get them to pass and then run CI builds on both Chrome and Firefox.

#2057 gets the number of test failures down to about 30 or so. The remaining failures seem timing-related, stale/unclickable elements and the like. I won't have any time to work on this further.

Since a bunch of fixes were recently committed by James, I re-ran this on Chrome to see the current status. We are now down to 26 Chrome failures, mostly cases of StaleElementReferenceException or ElementClickInterceptedException. It still seems like this ticket will be a significant amount of work. I'm unable to run core.CredentialsTest.credentialsVisibilityTest locally as chrome flags the password as insecure which blocks the rest of the test. Despite https://github.com/jenkinsci/acceptance-test-harness/blob/master/src/main/java/org/jenkinsci/test/acceptance/Config.java#L198-L199

Urgh, as the flag is no longer experimental it is now managed as part of chromes enterprise features and so can be enforced in an enterprise install. That sucks as it means local debugging is now forced to use a container :(
