This marks the release as a draft until the assets are successfully added. However, since `release-r2.sh` runs before it, `https://mise.run` will still fail. I think we need to move it to `post-release.sh` and run it after the assets creation.

Bug: Duplicate Content Causes Malformed Documentation
The conventional commits documentation is entirely duplicated at the end of the file. This duplication also results in malformed content where the original "Common Scopes" list is incorrectly concatenated with the duplicated "## Conventional Commits (REQUIRED)" header due to a missing newline.
