jdx#11992 made `prefer_windows_file_task_siblings` recognise a `.sh` sibling as the POSIX half, not only a file with no extension at all. It changed `src/config/mod.rs` and a Pester test; this page still described the old rule, so the shape people actually write was documented as the one that does not work. The example now uses `build.sh`, with the extensionless form kept as the other spelling of the same thing rather than the only one. Also states the pairing rule the mechanism actually applies -- same directory, same stem -- since two files matching by name alone from different directories are not a pair. Adds the escape hatch for the case the convention cannot express, from discussion jdx#7507: a TOML task naming both scripts. Spelled `pwsh -File ...` because `windows_default_inline_shell_args` defaults to `cmd /c` and cmd will not start a `.ps1` on its own.

build.sh. The extensionless form stays, as the other spelling of the samething rather than the only one.
name alone from different directories are not a pair, and the page did not say so.
