Root cause

mise removed comments from an age key file and concatenated every remaining line without a separator. A file containing multiple valid identities therefore became one invalid Bech32 string before rops attempted to parse it. SOPS key files use one identity per line, while rops expects multiple identities in ROPS_AGE to be comma-separated.

The resolved key source now retains file identities separately from directly configured key content. This preserves the existing key precedence and external CLI behavior while allowing rops to try every identity in declaration order.
