`v0.9` started a frontend and socket binding cleanup which finishes here. `timeout-client` and `timeout-client-fin` were the last configuration options which needed to split the haproxy configuration into two or more frontends or binds. This change will simplify the configuration building, a pre-requisite to speedup configuration building and request processing by haproxy.
