Specify Openxla Bazel build options while building Jaxlib from source

Hi all,

I wanted to ask what is the best method to pass a build option to Openxla while building Jaxlib from source.
Particularly, I wanted to build openxla with --config=mkl_aarch64.

Turns out, the bazel build config propagates from Jax to Openxla
