dom0-image: Remove tapback

Usng the xen hotplug scripts and block-tap, tapback isn't being used anymore. Remove it. If libxl is changed to write to vbd3 xenstore nodes, then maybe it can come back, but tapback will need to also spawn the tapdisks which may not be implemented. Signed-off-by: Jason Andryuk <[email protected]>
