Consolidate `let-to-define` suggestions

There are several refactoring rules across multiple files that replace let-style bindings with define-style bindings. These rules have a lot of edge cases to them, so their test files are large. Similar to the for rules, it would be more manageable if all of these rules were grouped into a directory named default-recommendations/let-replacement.
