EF Core SqlServer 9.0.19 が Microsoft.Data.SqlClient 5.1.6 を推移依存でピンするため、 8.0.29 経由で解決されていた 5.1.7（と SNI.runtime 5.1.2）から後退していた。 オンプレ SQL Server 配備を本番ターゲットとする PHI アプリで、 セキュリティサービシング更新のバージョンを黙って下げないよう、 直接依存として 5.1.7 の床値をピン留めする。 EF Core 側の 5.1.6 要求とは互換で、Relational は上位版を採用する。 検証: dotnet restore 後の resolved で Microsoft.Data.SqlClient=5.1.7 / Microsoft.Data.SqlClient.SNI.runtime=5.1.2 を確認、dotnet test 409 件成功。 Co-Authored-By: Claude Opus 5 <noreply@anthropic.com> Claude-Session: https://claude.ai/code/session_01Ard2gjChvwAEeNJwvHPDf4
