What this PR does / why we need it:

Add the use of misspell to validate spelling over the docs folder. TODO: discuss with the team because some working in the API docs are correct for UK spelling but not for US spelling, for example: cancelled.

Reopening the PR. Checking in the istio and the Istio.io repo, the linters used there are also project that seems to be out of date. We can start with this tool, and if we find a better one, migrate to that one.

Istio.io uses mdspell
