Some external packages provided by NOIRLAB (at least sptable depend on libxtools providing NR replacement code. This is not the case for other packages, but for the sake of keeping compatibility we provide them as well, by cherry-picking the relevant commits from NOIRLabs IRAF.
@mjfitzpatrick @noirlab-iraf-admin: the magic words are "communication" and "coordination". Which should have happened since the beginning of your project.
