This PR is inspired by HEASARC/cfitsio#5 (comment) and extends iraf/iraf-v216#93.
VOTable support was added in 2.16 as part of the VO support changes. I am not sure whether IRAF really needs VOTable support; removing it would however make the vendor packages unnecessary and therefore again make IRAF easier to maintain.
