nbqa can handle cell magics, where ruff cannot (it's not configurable, at least)

ruff sort of has support for notebooks, but ~only if you don't use magics
in particular, it doesn't understand
%%pxand apparently unlike nbqa, it can't (yet) be taught about additional python-code magics.
